Have I really become this transparent? Curses. But yes, that is nearly correct; only crippled children recovering from cancer would have been admitted. This isn't an option in the settings though. One of the main reasons I didn't purchase the game actually.

if you had crafted this plan i suspect the park would have only admitted children and cripples for the day.
